Department of the Interior and Local Government (DILG) IX spearheaded the Seminar workshop for Skills Enhancement on Detailed Engineering Design (DED) preparation and Procurement on  July 23-26,2013 at Mardale Hotel, Pagadian City.

Provincial/Municipal Engineers, Provincial/Municipal Planning Development Coordinators were the participants, those who have project under the Bottom up Planning and Budgeting (BUPB)with not less than 1M budget allocation.

 

Regional Director Paisal O. Abutazil, in his opening message, underscored the importance of the training to ensure that the proposed water supply projects under BUPB are implemented in accordance with their engineering standards and operated in sustainable manner.

“The failure of water supply systems is usually linked to the poor design of the facilities. Furthermore, while most of the LGUs have knowledge on procurement using RA 9184, many are not updated with the new issuances and policies issued by the GPPB. Thus, the LGUs should also be updated on the new procurement policies since the LGUs will procure contractor for civil works for projects implemented by contract or suppliers for projects implemented by administration”, he added.

Engr. Ramon dela Torre, the water supply specialist, discussed the application of Epanet Tools and the practical skills on the engineering design and standards in preparing DED of water supply systems including the water source confirmation and hydraulic analysis.

“ The preparation of DED is one of the most critical  stages of project implementation. Unlike other infrastructure projects, various elements have to be taken into consideration such as the complete drawing plans, specifications, cost estimates, geo-resistivity and drilling test, design analysis investigations etc.” dela Torre said.

On Procurement and Fund Management, State Auditor IV Eleazar Mantos discussed the underlying concept of the RA 9184 and its applications to the project including the understanding of the different phases and aspects in the utilization, liquidation and reporting system for project fund management.

The participants were not only engaged in the lectures, exercises and workshops but also shared experiences and lessons learned and received critiquing.

At the end of the activity, the participants were able to establish strategies and draft catch up plans for the fast tracking of project implementation.

It is important to note that 30 LGUs in Region 9 are now in full swing in the implementation of the project. These LGUs include Aurora ,Dinas, Dumalinao, Labangan, Mahayag ,Margos ,Midsalip, Molave,  San Pablo, Sominot ,Tabina, Tambulig, Tigbao, and Tukuran of Zamboanga del Sur.

Leon T. Postigo, Katipunan, Salug ,Siayan ,Roxas , Sergio Osmeña , Sindangan all from Zamboanga del Norte and eight (8) from Zamboanga Sibugay (Alicia,  Ipil, Mabuhay, Malangas, Naga ,Olutanga, Talusan, and Titay) and the City of Isabela.
