The Department of the Interior and Local Government (DILG) Region IX thru the Project Development and Management Unit (PDMU) hosted the weeklong series orientation and workshop on project proposal preparation for the LGU Targets under the Bottom up Planning and Budgeting (BUPB) provision for potable water supply to 30 selected LGUs on December 10-14, 2012 at Chandler Suites, Pagadian City.

 

In an opening message Paisal O. Abutazil, DILG Regional Director, said that in order to address the various development needs of Local Government Units, the Bottom-up Planning and Budgeting Approach was conceptualized and designed to ensure the inclusion of the funding requirements in the budget proposals of participating agencies.

 

“ Considering the urgency of the poverty issues, there is a need for the different agencies of government to synchronize, harmonize, and collaborate efforts in order to properly identify strategies for development.”, he added.

Divided into two batches, each batch underwent 3-day activity of practical lectures, open forum and interactive workshops in which the involved participants were the Municipal Mayor, CSO ( both joining on the first day only), Municipal Planning and Development Coordinator (MPDC), Municipal Engineer (ME), Municipal Local Operations Officer (MLGOO), Provincial/ City Engineer and Provincial/ City Planning and Development Officer from the selected LGU’s.

LGUs which composed the batch one from December 10-12 were the City of Isabela, Municipalities of Leon B. Postigo, Katipunan, Salug, Siayan, Pres. Manuel A. Roxas, Sergio Osmena, Sindangan of Zamboanga del Norte and also municipalities of Alicia, Ipil, Mabuhay, Malangas, Naga, Olotanga, Talusan and Titay.

14 municipalities of Zamboanga del Sur also composed the batch 2 from December 12-14 namely: Aurora, Dinas, Dumalinao, Labangan, Mahayag, Margosatubig, Midsalip, Molave, San Pablo, Sominot, Tabina, Tambulig, Tigbao and Tukuran .

The DILG (OPDS/WSSU, Regional PDMU and Provincial WATSAN Coordinators ran and managed the training program aside from a private resource person who was hired to discuss specific topics such as preparation of Simplified Feasibility Study and Design.

“This initiative was designed to ensure the inclusion of the funding requirements for the development needs of the poor local government units in the budget proposals of participating national government agencies and also to increase the knowledge and skills of the LGUs in preparing projects proposals and to have enhanced access to potable water supply. This is for the purposes of smooth implementation of the program such as to organize, plan and decide on the different measures to be adapted that would determine and realize the end-goal of the BuB program-poverty reduction by 2015”, remarked RD Paisal in closing.
