(Zamboanga City)- “We are doing this region wide activity to solicit feedbacks and inputs for the enhancement of the initially approved Department’s Strategic Performance Management System (SPMS) set by the Civil Service Commission (CSC)” said Ms. Hilda F. Gaurino, OIC Chief, Human Resource Management Division of DILG Central Office during the orientation workshop on Department’s SPMS in region IX.

    Gaurino added that the activity is in pursuant to Civil Service Memorandum Circular No.6, s.2012 re the guidelines in the establishment and implementation of Agency Strategic Performance Management System (SPMS) and DILG Memorandum dated June 3, 2014, re Nationwide Orientation Workshop on the Department’s SPMS.

    ” Hence, the Human Resource Management Division of DILG Central Office conducted these two-day activity to orient the participants on the Department’s guidelines in the establishment and implementation of SPMS and capacitate the participants on the use of the SPMS form.

    In the opening remarks, Assistant Regional Director Pedro G. Cuevas Jr. underscored that in this system, there is a shift from performance evaluation to performance management as the SPMS puts emphasis on the Major Final Outputs (MFOs) that contribute to the realization of the organization’s mandate, vision, mission, strategic priorities, outputs and outcomes.

   “This is a team approach to performance management where accountabilities and individual’ roles are clearly defined to facilitate goal-setting and performance rating,” ARD Cuevas added.

   Meanwhile, AO V Jenny Naz Nuyda, ,HRMD-AS provided the glimpse of what SPMS all about, its major features compared to the previous tool. She stressed that formerly the supervisors are raters but now in SPMS are coach and mentor. The SPMS is concentrated on 100% performance with success indicators which means that without work target, no rating.

   In her presentation, she emphasized that the SPMS will replace the OPES-PMS and Personnel Performance Evaluation System (PPES) as it is now use for promotion, developmental interventions, selection for awards and other personnel actions which if not be followed has corresponding sanctions.

   On sanctions, she said, “non-submission of the Department’s SPMS Guidelines within the deadline set by the CSC shall be a cause for disapproval or nullification of all performance-based personnel actions to include appointments, productivity incentive bonus (PIB) and performance-based bonus (PBB)”.

   Regional Director Paisal O. Abutazil, who attended on the second day of the activity, remarked that the Field Operating Units (FOUs) need to prioritize activities where they would be rated and this should also be the concept and mindset of the Planning Service on SPMS.

   Participating in the workshop are the Provincial Directors, City Director, City Local Government Operations Officer (CLGOO), Cluster Leaders, Division Chiefs, Assistant Division Chiefs and Section Chiefs of DILG Zamboanga Peninsula.#
