Department of the Interior and Local Government (DILG) in partnership with Civil Service Commission (CSC) Region IX paired off successfully
during the 3-day Anti –Red Tape Act (ARTA) Report Card Survey (RCS) Orientation Roll Out at Bay Plaza Hotel, Pagadian City on August 14-16,2012.
The affair yielded active participation from DILG Regional Director Paizal Abutazil and personnel, CSC Regional Director Atty. Macybel Alfaro-Sahi and staff, Provincial Directors, CLGOO, Cluster Heads, MLGOO,CSO Partners, ARTA Provincial/ City Focal Persons within Zamboanga Peninsula Region.
This partnership, in pursuant to R.A. 9485, aims to obtain feedbacks on how provisions in the Citizen’s Charter are being followed and how LGUs’ are performing insofar as frontline services are concerned. Moreover, this act seeks to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape and of preventing graft and corruption.
Within the period, the participants were oriented on the salient features of the said R.A. including the ARTA-RCS instruments that include Survey Questionnaire and Inspection Checklist.
Through the facilitation of Ms. Gaudiosa Saldariega and Ms. Emma M. Albarico, the participants, on the second day, were grouped into manageable teams and were sent out to simulation sites to conduct simulation exercise (ARTA checklist interview) in the following areas of Pagadian City, Dumalinao, Tukuran and Molave. During their field immersion, the teams recorded the factors that hinder the success of the implementation on the ARTA report Card, the AHA moments and the significant learning gained from the task.
The working team consolidated the output and encoded it following the prescribed encoding tool thru the assessment of Atty. Mario Jose T. Cunting, Field Director of CSC Zamboanga del Sur.
On the last day, the teams involved themselves in an open forum, in which prior to it, they presented the outcome of their simulation exercise.
In condense, the facilitators wrapped up the over-all content of the program, entertaining issues and concerns from the delegates.
