The Department of the Interior and Local Government (DILG) Region IX sealed a partnership through the ceremonial signing of Memorandum of Agreement (MOA) for the establishment of the Regional Local Infrastructure Learning Hub (LILHub) on December 17–18, 2025. Conducted alongside the Roll-Out Orientation on the Infrastructure Audit (IA) Program, the activity marked a significant step toward strengthening local infrastructure governance in Zamboanga Peninsula.
The MOA signing, which served as the highlight of the two-day activity, formalized the collaboration among DILG IX, the Department of Public Works and Highways (DPWH) IX, Western Mindanao State University (WMSU), the Philippine Institute of Civil Engineers (PICE) – Zamboanga City Chapter, and the Office of Civil Defense (OCD) Region IX. The partnership aims to institutionalize a regional platform for learning, innovation, and technical excellence in local infrastructure development and audit.
Following the MOA signing, the activity proceeded with the Infrastructure Audit Program Orientation, led by Engr. Lauren Jetherson H. Rilloraza, Engineer V, of the Office of Project Development Services, DILG Central Office. The orientation was attended by representatives from the Provincial Government of Zamboanga del Sur, City Government of Pagadian, and the Municipal Governments of Dumalinao, Guipos, and Bayog. By institutionalizing a platform for learning and technical excellence, local governments are better equipped to deliver quality roads, bridges, and public facilities, ultimately improving the daily lives of constituents.
DILG Region IX reaffirmed its commitment to strengthening transparency, accountability, and technical capacity in local infrastructure governance. Most importantly, the activity ensures that public infrastructure projects in the region are planned, implemented, and monitored more efficiently and effectively for the people of Zamboanga Peninsula.
