Piñan, Zamboanga del Norte – May 09-10, 2024 – The Department of the Interior and Local Government (DILG) Region IX recently conducted a comprehensive two-day training program on Republic Act 9184, also known as the Government Procurement Reform Act (GPRA), and its Implementing Rules and Regulations (IRR). Held on May 9-10, 2024, the event aimed to enhance the knowledge and skills of regional and provincial Bids and Awards Committee (BAC) members and administrative personnel involved in government procurement processes.

The training program, held in Piñan, Zamboanga del Norte, was well-attended by participants from various government agencies across the region. The resource persons for the training were GPPB-Accredited Trainer Director Elnora A. Velasco and Ms. Leslie B. Cañafranca, who provided valuable insights and expertise on GPRA and its IRR.

The event commenced with an opening message from DILG Regional BAC Chairperson Alvin Rex M. Lucero, who emphasized the importance of adhering to the principles of transparency, accountability, and efficiency in government procurement and that as duty-bearers, BAC key players are expected to be vanguards of integrity in government transactions and the training will serve as testament of the Department’s commitment to excellence and ethical standards. An inspirational message was then delivered by Assistant Regional Director Engr. Carmelo Enrique B. Libot, who encouraged the participants to apply their learnings from the training to improve their respective offices’ procurement practices.

A highlight of the training program was the Provincial BAC Meeting Simulation workshop, which provided participants with a hands-on experience in applying the concepts and procedures of GPRA and its IRR in a simulated procurement scenario. This interactive session allowed participants to gain practical knowledge and skills in government procurement.

The training program concluded with a closing message from Chief Administrative Officer and Regional BAC Member Willibald Patrick Paglinawan, who expressed his gratitude to the resource persons and participants for their active participation and contributions to the success of the event. He also reiterated the importance of continuous learning and capacity building for government officials and personnel involved in procurement activities.

The DILG Region IX’s training program on GPRA and its IRR is expected to significantly improve the procurement practices of government agencies in the region, ensuring compliance with legal requirements and promoting efficient and transparent procurement processes. The event’s success underscores the DILG’s commitment to upholding good governance and promoting efficient public service delivery in Region IX.
