As part of its continuing commitment to good local governance, Regional Director Paisal O. Abutazil, ARD Carmelo Enrique Libot, and the Management Committee of DILG Region IX visited Sulu Province to meet and level off with the field officers of MILG Sulu, under the leadership of OIC-Provincial Director Emini Kadiri last July 23-25, 2025.

The visit aimed to build rapport and strengthen coordination with local implementers, with discussions focused on field realities, local governance, and civil society engagement. This comes in preparation for the possible reintegration of Sulu into Region IX, following the Supreme Court ruling that excludes the province from the territorial jurisdiction of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Joining the DILG IX delegation was Mr. Richard Villacorte, Program Manager of the Support for Local Governance Program (SLGP), who provided valuable technical insights and support throughout the engagement.

Key highlights of the mission included a courtesy visit with Vice Governor Abdulsakur Tan as well as visits and engagement with the local leaders of Jolo, Talipao, Maimbung, Omar, Luuk, Panamao, Patikul, and Parang, reinforcing DILG’s partnership with local stakeholders. The team also paid a visit to the 1103rd Infantry (Kalis) Brigade to discuss the peace and order situation in the province.

The delegation likewise gained a deeper appreciation of Sulu’s rich heritage through visits to the National Museum, the newly restored Darul Jambangan (Royal Palace of the Sultanate of Sulu), and the Lupah Sug Provincial Library, where the province showcased its history, culture, and modern educational initiatives.

As the national government moves toward the implementation of the Supreme Court’s decision, DILG Region IX remains committed to fostering trust, enhancing coordination, and providing sustained support to the people of Sulu.
