Theme: “Strengthening Local Voices, Building Responsive and Inclusive Governance.” DILG Region IX successfully conducted the Training of Trainers (TOT) on the Capacity Development Training for Local Special Bodies (CapDev 101) on November 19, 2025, in Liloy, Zamboanga del Norte, bringing together a dynamic group of CSO Desk Officers from Pres. Manuel Roxas, Payao, Mahayag, Tambulig, the Provincial Government of Zamboanga Sibugay, and CSO Provincial Focal Persons across the Zamboanga Peninsula.
The training aimed to equip participants with the skills and tools needed to cascade CapDev 101 in their respective LGUs—strengthening the functionality of LSBs and deepening CSO participation in local planning, budgeting, and decision-making.
With sessions focused on the fundamentals of capacity development, roles of LSBs, and effective strategies for CSO engagement, the TOT highlighted the critical role of empowered civil society partners in shaping responsive and inclusive governance.
By building a pool of local trainers, DILG Region IX reaffirms its commitment to ensuring that community voices inspire local action and that governance across the Zamboanga Peninsula remains transparent, people-centered, and participatory.
