ZAMBOANGA PENINSULA — April 21–24, 2025 — The Department of the Interior and Local Government (DILG) Region IX wrapped up its series of on-site validation and coaching sessions for the 2025 Lupong Tagapamayapa Incentives Awards (LTIA) with visits to Barangay Minsulao in Siay, Zamboanga Sibugay, and Barangay Rio Hondo in Zamboanga City.

On April 21, the LTIA Technical Working Group IX conducted the regional validation of Barangay Minsulao, assessing the performance of its Lupon Tagapamayapa based on the enhanced LTIA criteria outlined in DILG Memorandum Circulars 2023-022, 2024-011, and 2024-074. The barangay showcased its systems for dispute resolution, documentation, and community peacekeeping, reflecting a strong commitment to the Katarungang Pambarangay framework.

From April 22 to 24, the team proceeded to Barangay Rio Hondo, Zamboanga City—one of the region’s highly urbanized areas—to conduct a thorough multi-day evaluation. The Lupon’s efforts in handling complex urban disputes and maintaining social harmony amidst a diverse population were highlighted during the validation.

Both activities included coaching sessions, during which the DILG IX team provided technical feedback and practical recommendations to further enhance each barangay’s peace and justice mechanisms. These sessions aim to strengthen the barangays’ readiness for national-level validation and encourage continuous improvement in local governance practices.

Barangay officials expressed their appreciation for the opportunity to be evaluated and mentored, noting that the process not only prepares them for national recognition but also reinforces their role in ensuring grassroots justice.

With the completion of these final visits, the LTIA TWG IX concludes its regional on-site validation and coaching activities for 2025. The most outstanding Lupon from Region IX will soon be endorsed to the National Awards Committee (NAC) for further evaluation.

This initiative reflects DILG Region IX’s commitment to empowering barangays and recognizing their vital role in promoting peace, order, and access to justice across the Zamboanga Peninsula.
