Patikul, Sulu – The Department of the Interior and Local Government (DILG), led by key national and regional officials, successfully spearheaded the Peacebuilding and Empowerment through Adaptive Reintegration and Localization for Sulu (PEARL SULU 2025) held on November 17–19, 2025 at the Sulu Area Coordinating Center, Capitol Site, Bangkal, Patikul, Sulu.

Among the officials present were NBOO Director Dennis D. Villaseñor; Assistant Director Rene V. Valera, Head of the LEO 70 PMO; PDO III Jorhan M. Capenpilan, OIC-Head of ECLIP-PMO; Elmer L. Egama, OIC-Division Chief of LGMED DILG IX; and Emini T. Kadiri, OIC-Provincial Director of MILG-Sulu. The activity was made possible through the strong support and partnership of the Provincial Government of Sulu, under the leadership of Governor Abdusakur “Toto” Tan II.

PEARL SULU 2025 highlighted the unified efforts of the national government, local government units, and security and social agencies to sustain peace and accelerate the reintegration of Former Violent Extremists (FVEs) in the province.

Over the three-day activity, peace and security implementers, selected MILG-Sulu MLGOOs from FVE-affected areas, and Social Welfare Officers from the province and its nineteen (19) municipalities were capacitated on the DILG-administered Enhanced Comprehensive Local Integration Program (E-CLIP) packages of assistance, including the use of the E-CLIP Information System. Workshops and action planning sessions provided participants with practical tools to strengthen reintegration programs and address community-level drivers of violent extremism.

The event concluded with the ceremonial awarding of E-CLIP Immediate Assistance, amounting to Php 15,000.00 each, to 105 Former Violent Extremists. The milestone symbolizes transformation, renewed hope, and Sulu’s firm commitment to inclusive and sustainable peace.

Through PEARL SULU 2025, the DILG and the Provincial Government of Sulu reaffirm their dedication to building resilient communities, empowering front-line implementers, and supporting individuals who have chosen peace as the path toward a more united, secure, and progressive Sulu.
