EXECUTIVE SUMMARY

 CY 2013 proved to be a year of challenges and great expectations for the Department of the Interior and Local Government (DILG) Region IX in relation to technical, administrative and in its overall scope of organizational operations in general.

Having faced with various opportunities, situations and circumstances along the way, DILG Region IX under the stewardship of Regional Director Paisal O. Abutazil, has been consistently relentless in its efforts of initiating, introducing and adapting reforms and strategies, and strengthening and further refining its existing operational mechanisms directed towards achieving the main thrusts and objectives of the Department, as strongly espoused by Interior and Local Government Secretary Mar Roxas.

With transparency, accountability and active people participation as the basic and governing tenets of its operations, the various Field Operating Units (FOUs) of DILG in the entire Zamboanga Peninsula extended the necessary support to regional management through the Municipal Local Government Operations Officers (MLGOOs) in an effort to realize its goals and targets for 2013 in terms of program and project implementation in the five (3) Provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay; five (5) Cities of Dapitan, Dipolog, Isabela, Pagadian and Zamboanga and in all the sixty-seven (67) municipalities in the region, respectively.

Aligned with the thrusts and objectives of the national government, DILG Region IX forged successful partnerships with the different local government units (LGUs), Civil Society Organizations (CSOs) and National Government Agencies (NGAs) to ensure that programs and projects are cascaded, interpreted and successfully implemented at all levels of governance.

Priority thrusts and programs covered under each of the program outcome such as the Full Disclosure Policy (FDP), Sagana at Ligtas na Tubig sa Lahat (SaLinTubig), Payapa at Masagang Pamayanan (PaMaNa), Bottom-Up Planning and Budgeting (BUPB), Seal of Good Housekeeping (SGH), Disaster Risk Reduction and Management (DRRM-CCA), Streamlining Business Permits and Licensing System (BPLS) among others, and LGU compliance to the various Department directives and issuances have been closely monitored and complied with.

Further, technical assistance and capacity building interventions were provided and extended to LGUs to address identified governance performance gaps.

 Despite the challenges encountered in the various stages of program implementation, P/P/As were satisfactorily and substantially implemented and accomplished, as reflected in this Annual Report.

 

BUSINESS-FRIENDLY AND COMPETITIVE LGUs

 

  1. Streamlining of Business Permits and Licensing System (BPLS)

The program on Business Permits and Licensing System (BPLS) was given priority for CY 2013 to ensure the efficiency of the provision of basic services delivery in the local government units, among other government institutions, anchored on the tenets of transparency and accountability.

With the objective of eradicating red tape practices in the bureaucracy thereby fast tracking the various procedures and processes in government transactions, LGUs in Region IX have streamlined their respective business licensing systems and procedures in accordance with the national service standards consistent with R.A. 9485 otherwise known as the Anti-Red Tape Act of 2007.
Since its implementation in 2010, a total of 35 target and non-target LGUs in tourism sites have adapted BPLS reforms, as follows:

The Thematic Survey for the Local Competitiveness and Basic Sector was conducted in the three (3) LGUs, to wit:

Moreover, the Dapitan-Dipolog-Polanco-Katipunan-Roxas-Manukan (DDPKaRoMa) Regional Alliance for Local Economic Development have been provided with various technical assistance to sustain, enhance and strengthen the different LED efforts and initiatives of the alliance geared towards a sustainable LED in the province of Zamboanga del Norte.

Monitoring, evaluation and validation of the status of the various projects implemented the prior years were conducted by the Regional Assessment Team in coordination with the recipient LGUs and the DILG FOUs.
Technical and other vital documentary requirements have been complied with and submitted to the Regional Office, duly supported with the Project Status Report emanating from the concerned local government units, as approved by the Local Chief Executives (LCEs).
As a strategy to effectively monitor the status of the different water projects in the covered LGUs, series of inter-agency coordination meetings have been conducted to discuss concerns and issues to fast track completion of project implementation.

  1. Payapa at Masaganang Pamayanan (PAMANA)

Complementing the existing initiatives of the Office of the Presidential Adviser on the Peace Process (OPAPP) in enabling LGUs in conflict affected areas to undertake conflict-sensitive planning and investment programming to address sub-regional challenges to pave the way for economic progress, DILG Region IX, in coordination with partner agencies monitored the implementation, status and provided technical assistance to LGUs to fast track implementation of the various PaMaNa projects in Region IX.
Per monitoring and on-site validation, fourteen (14) PaMaNa projects for CY 2012 have been completed covering thirteen (13) LGUs in the provinces of Zamboanga del Norte, Zamboanga del Sur and Zamboanga Sibugay, respectively; Seven (7) projects are currently on the process of completion.

  1. Performance Challenge Fund (PCF)

As a result of the Seal of Good Housekeeping (SGH) national assessment, Region IX registered a total of sixty-eight (68) LGUs qualified to benefit from the Performance Challenge Fund (PCF), an incentive fund that comes in the form of counterpart funding for local development projects.
For CY 2012, twelve (12) LGU projects have been completed covering ten (10) LGUs; Sixteen (16) projects are on the on-going stage as or reporting period; Monitoring and documentation of project implementation and  is regularly being undertaken in coordination with the LGU project beneficiaries.

 

  1. Local Governance Performance Management System (LGPMS)

Results-oriented information concerning LGU levels of management capacity, service delivery and state of development were generated by the local government units in Region IX, as reflected in their respective State of Local Governance Report (SLGR).

REGIONAL INNOVATIONS:

As a strategy to continuously improve the delivery of basic services to its clientele, DILG Regional Management has been committed in its efforts to enhance the technical capabilities of the field officers in order to achieve the desired outputs resulting to improved level of performance.

Internal operations are likewise strengthened by introducing various innovations in the area of personnel management. To keep up with the demands of the times, personnel and financial records management and retrieval is made systematic through a computerized system thereby introducing paperless transactions in the organization.

Consultations, conferences and dialogues with the provincial, city and municipal officers are conducted on a regular basis to pave the way for the field officers to present issues and concerns obtaining in their respective areas of concern.
