“ It’s now time for our Local Government Units (LGUs) to be recognized and awarded of their efforts in laying the foundation of an exemplary local governance , said Department of the Interior and Local Government (DILG) -9 Regional Director Paisal O. Abutazil during the Regional Orientation on the Seal of Good Local Governance (SGLG) on February 29- March 3,2016 at Hotel Guillermo, Pagadian City.
 

 
“ Three provinces, five cities and 67 municipalities in region 9 will be assessed by the Regional Assessment Teams (RATs) on their performance on the following core assessment areas namely: Financial Administration, Disaster Preparedness, Social Protection, and another three essential areas to include Business Friendliness and Competitiveness, Environmental Management, and Peace and Order” he added.
 
QUALIFICATION
 
To qualify, LGU has to pass the three core assessment areas and at least one from the three essential areas.
 
Under the upgraded 2016 SGLG Indicators, the Financial Administration measures the average local collection growth for the last 3 consecutive years of the LGU and also remittance of Government Service Insurance System (GSIS) obligations.
 
On Disaster Preparedness, the assessment looks into the plantilla position of the Local Disaster Risk Reduction Management Officer(LDRRMO) and that Local Social Worker & Development Officer (LSWDO) is a registered social worker (optional in 2015); from 70 to 80% Local  School Board (LSB) completion rate; compliance with Accessibility Law (ramps and toilets) relative to Social Protection area.
 
Presence of Local Investment Incentive Code; (LIIC) and computerized tracking system of economic data were among the new indicators added in the Business Friendliness
and Competitiveness.
 
Area on Peace and Order also added the 75% utilization and implementation rate of funds for Local Anti Criminality Action Plan (LACAP); 100% organized barangay Police Action Team (BPATs) and 80% trained.
 
Program Implementation of the 10-year Solid Waste Management was among being considered under the Environmental Management areas. 
 
ASSESSMENT and VALIDATION
 
The RATs composed of the DILG Cluster Head from another Cluster, Civil Society Organization representative and National Government Agencies (NGA) representative will assess and validate onsite the LGUs performance using the assessment tools from March 7 to April 29,2016.
 
Winners of the SGLG award nationwide will be announced and conferred on September 2016.
 
Out of 254 LGU passers nationwide on 2015, only four (4) LGUs  from region 9 were included and conferred of the Seal. These LGUs include Lapuyan of Zamboanga del Sur, Imelda of Zamboanga Sibugay and Kalawit of Zamboanga del Norte and the Province of Zamboanga del Norte that received a Php 3M Performance Challenge Fund for municipalities and Php 7M for the province.
 
The SGLG (Pagkilala sa katapatan at kahusayan ng Pamahalaang Lokal), the scaled-up version of the Seal of Good Financial Housekeepingt (SGH),is anchored on the
principle that “Pagbutihin ang matapat at mahusay na pamamahala, isang pagkilala ang matatamasa”.
