Pagadian City is one identified area for the BPLS project in Region IX. The self-assessment workshop was conducted on July 8, 2011 at the Conference Room of the Executive Building of Pagadian City Hall. This place

ensured attendance of all the BPLS City Technical Working Group led by its chairman the Cit Mayor’s Executive Assistant along with the department heads. The City Tourism Officer was there and the Regional Director of the Bureau of Fire and Protection as well.

The self-assessment workshop was conducted in two parts. Part 1 is the Overview of the Program delivered by the DILG-BPLS Focal Person. The discussion was on the nationwide streamlining of the BPLS and the Number of Steps and Processing Time as part of the must do reforms in the upscaled system. The options and recommended amendments on the regulatory requirements brought about by the implementation of R.A. 9514 (Fire Code) drew much reactions from the participants although the Fire Director took these as a challenge. He is thinking of making Pagadian City as a showcase of the BFP upscaled BPLS partnership in the region.

Part II was the workshop facilitated by the DTI-NERBAC Provincial Head of Zamboanga del Sur. The 1st workshop was on the activity that Examines the Buiness Permit Process to establish the Performance Baseline of Current Registration System. The team was made to answer some diagnostic questions. A template was used for the process. The 2nd workshop introduced the need to shift from LGU to applicant perspective. This workshop is for offices where there is usually main or core process that all types of business have comply. Other offices adding steps to some type of business later showed their own perspective using the interface template.

The whole day activity led everyone in attendance to see the existing registration system and whether their practice creates a level of competitiveness towards a more business friendly environment.
