“ The Sub Allotment Release Order (SARO) is ready but the Notice Cash Allotment (NCA) for ARMM is still pending” said Finance and Administration Chief, Concepcion Capitania in her report, morning of September 10 after attending the project orientation on Procurement Fund Administration held at Royal Mandaya Hotel in Davao City on September 6-7,2012.
Four personnel from the region consisting of the Admin Chief, Budget Officer, Accountant and General Service Officer (GSO) responded to the invitation.
Rationale of the convergence was to orient the DILG 9 with regards to the transition and investment plan for Autonomous Region in Muslim Mindanao (ARMM) mainly on the provision of potable water supply project. This covers fund release requirement and liquidation to smoothly implement any proposed projects for the region.
In a message of the ARMM Governor, Hon. Mujiv S. Hataman, he pointed out that it is important to note that the safety measures in the use of stimulus fund be managed properly to avoid any project not utilized and delivered to the beneficiaries. He is also appealing to the participants to work together and ensure safe implementation and not to tolerate any corruption. Hence, good intentions must prevail, that is the best thing to do.
Discussed also during the orientation was the procurement law (R.A.9184) with amendments and updates on BAC composition in LGU’s, COA requirements at the LGU level and also interfacing of physical and financial accomplishments.
