Representatives of People’s Councils across the region participated in a capacity development activity aimed at enhancing their effectiveness in local governance. The event, held at Gab Hotel, Liloy, Zamboanga del Norte, from December 9 to 11, 2024, was titled “Empowering Local People’s Councils: Building Capacity and Crafting Action Plans through Functionality Assessment.”

The three-day activity brought together leaders and representatives from Local People’s Councils (LPCs) to strengthen their capabilities and reinforce their critical role in participatory governance. Organized by the Department of the Interior and Local Government (DILG) IX, the initiative underscored the importance of fostering collaboration between Civil Society Organizations (CSOs) and Local Government Units (LGUs) in achieving transparent, inclusive, and accountable governance.

The event featured a series of carefully designed modules and interactive workshops aimed at deepening participants’ understanding of their roles, responsibilities, and rights as key stakeholders in governance processes. Topics included the legal frameworks underpinning People’s Councils, best practices in participatory governance, strategies for effective community engagement, and methods to foster stronger partnerships with LGUs. Resource persons provided valuable insights and practical tools to enable LPCs to function more effectively and make meaningful contributions to local development.

A significant highlight of the activity was the functionality assessment of LPCs. Through guided self-evaluation and peer discussions, participants assessed their current level of functionality based on established standards and indicators. This process enabled them to identify strengths, gaps, and areas for improvement. By recognizing these key aspects, LPCs were better equipped to formulate strategic action plans tailored to their respective contexts.

The event concluded with the crafting of localized and actionable plans that participants committed to implement within their communities. These plans aim to address specific challenges, improve organizational structures, and enhance collaboration with LGUs to ensure that the voices of citizens are effectively represented in decision-making processes.

DILG Region IX emphasized that empowering Local People’s Councils is a crucial step in fostering inclusive governance and sustainable development. By building the capacities of LPCs, the activity not only reinforced their role as partners in governance but also paved the way for more dynamic, responsive, and empowered communities in Zamboanga Peninsula.
