To help further improve its performance, DILG IX conducted a Special Regional Management Conference on July 9, 2017 at the Garden Orchid Hotel, Zamboanga City.
The conference was presided by Regional Director Paisal O. Abutazil with the Assistant Regional Director, Division Chiefs (DCs), CLGOO of Isabela City, Acting Director of Zamboanga City, Provincial Directors, and selected division staff in attendance.
The different DCs and Focal Persons (FPs) of the region presented their accomplishment reports for the 1st semester of 2017 in the said conference.
Local Government Monitoring and Evaluation Division Chief, Ginagene Vaño-Uy gave updates on the submission of Peace and Order and Public Safety (POPS) Plan, and the preparation of Local Climate Change Action Plan (LCCAP). She emphasized that LGUs need to submit their POPS Plan for them to be allowed to spend the Confidential Fund. She also updated the body on the schedule of the Seal of Good Local Governance calibration.
Likewise, Elmer Egama, FP for the Mamamayang Ayaw Sa Anomalya, Mamamayang Ayaw Sa Droga (MASA MASID) Program, provided updates on the Oversight Committee on Barangay Drug-Clearing Program where parameters were set for the barangay to be declared as “drug-cleared.” He also answered the queries with regard to the status of Full Disclosure Policy submission.
Further, Anita Casipong of the Local Government Capability Development Division (LGCDD) discussed the fund release for the Assistance to Disadvantaged Municipalities Project. She reported on the Training on Policy Development for DILG officers in Los Baños, Laguna. She also touched on the child-friendly local governance audit report for CY 2006.
Also in attendance was Alvin Rex Lucero, the designated Legal Officer. He shared important points discussed during a talk on Federalism which he recently attended together with RD Abutazil.
Finance and Administrative Division OIC-Chief Grace T. Cuevas gave a presentation of the technical positions – competency-based job description and competency assessment. As for the Accounting unit, Joan Pelenio gave reminders on cash balances while Grace Echinique of Budget Unit gave out printed copies of her report. Engineer Moh. Ali Hasan of Project and Development Monitoring Unit presented the summary of the locally funded projects by Congressional District.
In addition, Anang Lia Sahi of the Office of the Regional Director gave a brief background on the proposed GAWAD PARANGAL SA DILG 2017 which is based on CSC Resolution No. 1010112 or the revised policies on Employee and Suggestion Incentives Award System (ESIAS) and the Program to Institutionalize Meritocracy and Excellence in Human Resource Management.
Finally, Emma Albarico, Chief of LGCDD, gave updates on Sustainable Development Goals – Family and Children in Environs Slums (SDG-FACES) where 40 families per city will become pilot beneficiaries of the program.
