In pursuant to Proclamation No. 260, dated September 30, 2011, October 11 is set to be the date for the Barangay Assembly for the 2nd semester.
One activity to be undertaken is the Delivery of the State of the Barangay Address or SOBA stressing importance on the First Semester’s Accomplishment Report, Financial Report and updates on on-going programs and projects in the Barangay.
Among those also included in the agenda is the posting of the Barangay Budget; Revitalization of the Barangay Anti-Drug Abuse Council (BADAC) and the involvement in the Drug Clearing Operations through the “MAmamayan, Sugpuin ang Iligal na Droga” (MASID) Campaign; and Promote the “Listanayan” to increase the awareness on mandatory Biometrics Voter Registration. Concerns and matters regarding the Barangay such as Disaster Preparedness, Solid Waste Management, Monitoring and enforcement of laws against human trafficking and stray animals should also be looked into. Inviting interfaith members to the barangay assembly are also encouraged to attend to take about possible programs and projects that will help curb out corruption and uphold a transparent, honest and effective governance. Other activities deemed necessary may also be undertaken.
On the other hand, Secretary to the Interior and Local Government Mel Senen L. Sarmiento directed the Municipal and City Mayors to ensure compliance and maximum participation in the stated activity of all barangay officials in their respective jurisdiction. They are also enjoined to hang or post assembly posters and streamers in public places within their territories.
Meanwhile, all DILG Regional Directors and the ARMM Governor are also tasked to provide the Local Chief Executives the tarpaulin designs for uniformity, in the same way should advocate the conduct of the Barangay Assembly by hanging and posting posters in public places to encourage citizens to join and participate in the activity. They are also tasked to remind the Punong Barangays to invite interfaith organizations and at the end of the activity, they are to identify a barangay who showcased a meaningful activity.
The Barangay Assembly should be participated by actual residents of the Barangay for at least 6 months and attendees should be 15 years old and above.
Barangay officials who fail to conduct a barangay assembly will be subject to administrative complaint.
