The BPLS Regional Core Technical working Group from the DILG, DTI and NCC was in Ipil Zamboanga Sibugay for a consultative meeting with the provincial BPLS team of the province. This was held on March m1, 2012 at the Ricomar Hotel and Restaurant.

The meeting was attended by all invited officers of the DILG and DTI. For the DILG provincial office, Ms. Concepcion Capitania, the OIC PD was there, along with the MLGOOs of Tungawan, RT Lim, Ipil,Kabasalan comprising cluster 2 and Imelda for cluster 1. The cluster leaders of these areas were likewise present. From the DTI, Mr. Edito Lumacang the Provincial Director came with 3 other provincial staff. The provincial directors from DILG and DTI were given time for their Opening Messages.

 

Ms. Hermie Cuevas, BPLS RTWG-DTI proceeded with the agenda of the meeting from the rationale and purpose of the consultative meeting emphasizing the need to harmonize efforts of the DILG and DTI down to the provincial level where the streamlining of the project is moving.

Ms. Nitz Casipong BPLS RTWG-DILG presented the overview of the project highlighting P-Noy’s SONA, anti-graft initiatives, JMC of DTI-DILG, components of the reforms and highlighting the four (4) must do reforms in streamlining the system.

Ms. Madeline Arevalo, also a member of the RTWG-NCC presented a brief background of the eBPLS project of their office, how it was envisioned to be a novel way of arranging the convoluted maze that represents the business registration process of the LGUs in our country, and the systems many features like the SMS and GIS capability. She admitted that their program needs further fixing, but LGUs can design their own in house systems with good programmers/IT personnel.

In the afternoon, following a short lunch break, Ms. Cuevas presented the status of BPLS implementation in the region and the Regional Action Plan for 2012. The draft roll out plan for Zamboanga Sibugay was presented as well. Thereafter, participants raised some issues that were addressed by the RTWG.

Agreements were reached on the intended LGUs for expansion which remains the same first 5 identified LGUs; materials like updated status and trends observed in upscaled BPLS areas to support the provincial BPLS coordination team in marketing the project to the LCEs and other documents will be prepared by the RTWG.

The provincial BPLS coordination committee will come up with their own strategy in conducting the orientation to the local officials and stakeholders and coming up with the institutional arrangements like the MOA to start the project streamlining activities. Thereafter, the BPLS RTWG will support the provincial team in conducting the self-assessment workshop in the province.

Mr. Lowell Vallecer BPLS RTWG-DTI made a brief presented on the Philippine Business Registry (PBR), the web-based system envisioned to facilitate a seamless transactional environment for business registration.

A walk-thru of the BPLS in Ipil was made by the RTWG looking at its functional eBPLS adopting the unified form in the business application. As this municipality is the national identified area for expansion in the region for 2012, the observation made by the RTWG validates the report on their existing BPLS streamlining practice.
