Zamboanga City – The 2nd Quarter Meeting of the Multi-Stakeholders Advisory Committee (MSAC) was successfully held on June 10, 2025, presided over by DILG IX Regional Director Paisal O. Abutazil, CESO III. The meeting gathered representatives from various partner institutions and reaffirmed the collective commitment to enhancing local governance through collaborative engagement and strategic policy alignment. 

The agenda covered operational concerns, key resolutions from the previous meeting, and approval of new initiatives to advance capacity development efforts across the region.

A major highlight of the meeting was the launching of the 2025 Zamboanga Peninsula Capacity Development Profile, presented by LGOO V Meredel Fe P. Fullo of the Research and Innovation Facility. This profile will serve as a guiding document in identifying training needs, addressing capacity gaps, and implementing responsive, data-driven interventions for local government units (LGUs). The launch marks a significant step toward institutionalizing evidence-based planning to ensure more targeted, inclusive, and effective capacity development strategies.

The session also featured several proposals and updates, including the nomination of LGRRC IX RegEx Experts, a call for research proposals, the creation of a Capacity Development Sub-Committee under the Regional Competitiveness Committee of RDC IX, and the presentation of a competency framework for City and Municipal Environment and Natural Resource Officers. With the unanimous support from the MSAC members, these initiatives were approved, signaling a continued push for innovative and well-coordinated capacity-building efforts in the Zamboanga Peninsula.
