Zoom Teleconference – To strengthen the implementation of gender-responsive policies at the local level, the Department of the Interior and Local Government (DILG) IX conducted an Orientation on the Guidelines of the Localization of the Safe Spaces Act on March 11, 2025.
The activity provided an in-depth discussion on Republic Act No. 11313, also known as the Safe Spaces Act or Bawal Bastos Law, emphasizing the critical role of local government units (LGUs) in ensuring safe, inclusive, and harassment-free public spaces.
Serving as the resource person, Gemma Macatangay from the Bureau of Local Government Development (BLGD) of the DILG led the session, shedding light on the law’s provisions, implementing mechanisms, and localization strategies. Macatangay underscored the importance of LGUs in adopting ordinances, establishing reporting mechanisms, and promoting awareness campaigns to combat gender-based harassment in streets, workplaces, online platforms, and other public areas.
Participants engaged in discussions on best practices and challenges in enforcing the law at the grassroots level. The orientation aimed to equip local officials and stakeholders with the necessary knowledge and tools to effectively implement the Safe Spaces Act within their respective jurisdictions.
DILG IX continues to advocate for gender-sensitive governance and remains committed to capacitating LGUs in fostering a culture of respect, inclusivity, and safety for all.
