Pagadian City, Zamboanga del Sur – In a collaborative effort, the Department of the Interior and Local Government (DILG) IX and the Anti-Red Tape Authority (ARTA) organized an extensive training program focused on the reengineering of LGU systems and procedures along with regulatory reforms for LGUs (RR4LGUs). This training was held on June 21-22, 2023, at Hotel Guillermo, Pagadian City.

The main goal of the training program is to enhance the efficiency of local government unit (LGU) processes, covering various types of transactions, including those related to business and non-business matters. This objective is in accordance with Republic Act 11032, popularly known as the Ease of Doing Business and Efficient Government Service Delivery (EODB-ESGD) Act of 2018. By issuing Joint Memorandum Circular No. 202, the DILG aims to motivate LGU functionaries at all levels to reassess and improve the streamlining of government transactions.

The two-day training program offered an avenue for the DILG to interact with dedicated LGU officials, particularly those belonging to the City and Municipality Anti-Red Tape (/MART) and Regional Regulatory and Complaints Resolution Teams (RRT). These crucial participants, who hail from various provinces, cities, and municipalities, had the chance to acquire knowledge about cutting-edge approaches in regulatory reforms and engage in meaningful discussion regarding the enhancement of LGU systems and procedures.

The training program employed a blended learning approach, combining different instructional techniques such as lectures, interactive workshops, and case studies. The participants had the advantage of receiving guidance and knowledge from esteemed experts from both ARTA and the DILG. Noteworthy individuals from ARTA who delivered presentations included Chief Administrative Officer Mayer Delgado from the Regional Field Office in Western Mindanao and Jeceryl Catalan, a Project Development Officer I.

LGOO VI Marione Paul V. Paner, acting on behalf of RD Paisal O. Abutazil from the DILG IX, delivered the opening message of the training program. The message established the overall theme of the event by highlighting the significance of efficient and effective government services in fostering economic progress and improving the well-being of the community.

DILG IX maintains its dedication to promoting enhanced partnerships between LGUs and government agencies, aiming to cultivate an environment that fosters business-friendly practices and efficient service provision. By means of the RR4LGUs training program, DILG seeks to provide LGU functionaries with the essential knowledge and resources to improve systems and procedures within their respective localities.
