Malangas, Zamboanga Sibugay – In a concerted effort to bolster the capacity of Local Government Units (LGUs) in the region, the Department of the Interior and Local Government IX conducted a five-day Training-Workshop on the Formulation of a Comprehensive Development Plan for Malangas, Zamboanga Sibugay. This transformative event, held last August 14-18, 2023, brought together key stakeholders from the LGU and DILG, with the noble purpose of enhancing local governance through the empowerment of the LGU’s planning team. 

The primary objective of this workshop was to equip the LGU planning team with the essential knowledge and skills required for formulating a Comprehensive Development Plan (CDP) that is not only visionary but also strongly rooted in risk-informed strategies. Recognizing the ever-evolving challenges posed by natural disasters, climate change, and socio-economic dynamics, DILG IX aimed to ensure that LGU Malangas could chart a resilient and sustainable course for its future.  

The workshop witnessed the active participation of the team, led by their dedicated local officials and planners. The resource person for this enlightening event was Ms. Jannette J. Icao, a distinguished partner from the Local Resource Institute (LRI) affiliated with JRMSU. Ms. Icao’s expertise in local governance and development planning proved invaluable throughout the workshop, offering insights and strategies that were both practical and tailored to the unique challenges faced by LGU Malangas.

The opening message was delivered by the Municipal Local Government Operations Officer (MLGOO), setting the tone for the workshop’s significance. It was a testament to the commitment of the local government in embracing best practices in governance. Additionally, the presence of CDP focal persons underscored the collaborative spirit of this workshop, showcasing the interplay of various governmental bodies working harmoniously towards a common goal.  

Over the course of five intensive days, participants delved into a variety of topics related to CDP. This included sessions on risk management, data analysis, community consultation techniques, and the integration of risk-informed strategies into their development plan.  Practical exercises, group discussions, and case studies were meticulously designed to provide participants with hands-on experience and foster a deeper understanding of the subject matter. 

One of the workshop’s highlights was the collaborative planning sessions. Participants worked together to draft a CDP for LGU Malangas, which integrated risk-informed strategies. This practical application of their newfound knowledge allowed them to see the direct benefits of the training. 

This exemplified the commitment of DILG to strengthen local governance and capacitate LGUs with the tools needed to address contemporary challenges. With the knowledge gained during this workshop, LGU Malangas is now better prepared to navigate the complex landscape of development while safeguarding the well-being of its constituents. This event served as a shining example of how collaboration, expertise, and dedication can pave the way for a brighter future in local governance.
