Zamboanga City – The Department of the Interior and Local Government IX, in celebration of the 32nd Local Government Month, effectively organized the 2nd Annual Local Governance Congress, which took place on October 24, 2023, at Garden Orchid Hotel, Zamboanga City. This event signified a significant step in shaping the future of Local Government Units (LGUs), focusing on sustainability and innovation. 

With the theme “Shaping Sustainable and Innovative LGUs of Tomorrow,” the congress played a central role in bringing together local government officials, policymakers, community leaders, experts, and stakeholders to jointly envision and plan for a brighter future for our communities. This event was closely associated with the Philippine Local Governance Forum Festival of Local Excellence (FLEX). 

The event revolved around three crucial sub-themes, each delving into pressing issues and innovative solutions:

Future of Food

During the segment focused on maintaining a stable food supply, Moncini B. Hinay, Co-Founder of Kids Who Farm, delivered a presentation on “Harnessing Urban Agriculture towards Food Sufficiency.” Meanwhile, Dennis F. Calvan, who serves as the Director for Policy and Governance Engagement at RARE Philippines, addressed the topic of “Sustaining Fish Supply: Fish Forever for the Philippines.” These conversations illuminated the critical significance of urban agriculture and sustainable fishing practices in guaranteeing an ample food supply. 

Future of Services

Under this sub-theme, Zarinah S. Aligsao, Bank Officer V of the Bangko Sentral ng Pilipinas (BSP) – Mindanao Regional Office, introduced “Digitalizing the Trade in the Philippines and the PalengQR PH Plus,” emphasizing the importance of digital commerce. Ard C. Catalino, Information Technology Officer I of DILG IX, presented “Harnessing the Power of Data for Efficient Local Governance,” underscoring the significance of data governance in service delivery. 

Future of the Environment

The environmental sub-theme featured discussions on climate change and watershed management. Girlie De Guzman, Development Management Officer II of the Climate Change Commission (CCC), explored “Localized Solutions to Combat Climate Change.” Atty. Mark Peñalver, Executive Director of the Interfacing Development Interventions for Sustainability, elaborated on “The Future of Watershed Management,” emphasizing the essential role of sustainable water management in protecting our environment. 

The 2nd Annual Local Governance Congress experienced enriching discussions, the exchange of knowledge, and valuable networking opportunities among participants. DILG IX remains dedicated to nurturing cooperation and creativity in the quest for resilient and sustainable LGUs, well-prepared to face future challenges and prospects.
