A. QUALIFICATIONS:
a. The candidate shall be a graduate of a College Degree Course with at least one (1) year of related experience and able to communicate clearly and effectively.
B. SCOPE OF WORK:
a. Assists in the preparation and updating of the monthly status of funds and other related reports which may from time to time be required by the RO and CMGP PMO:
b. Assists in the administrative related functions of the Capacity Development activities related to CMGP;
c. Assists in the preparation of financial reports/statement and other related accomplishments which from time to time be required by CMGP PMO and other offices;
d. Reconcile with CMGP PMO with the downloaded Budget and its status of utilization to be submitted to CMGP PMO every 5th of the ensuing month;
e. Assists in preparing monitoring reports on the progress of governance reforms of each PLGU;
f. Attends meetings, trainings, and other related activities relative to governance reform, CMGP Program;
g. Assists in coordinating governance reform matters with the CMGP PMO, DILG Regional/Provincial Offices, PLGUs, and other partner agencies
h. Performs other function as may be required.
C. EXPECTED OUTPUT/DELIVERABLES AND SCHEDULE OF SUBMISSION OF OUTPUTS
a. In coordination with the RC submit Monthly Status Report to CMGP PMO not later than 30th of every month on the achievement of governance reform of each province within the region.
b. Other Reports as may be required in relation to the works performed for immediate submission to supervising official.
D. DURATION OF WORK
The duration of the engagement shall be six (6) months from January to June 30, 2020 with possibility of renewal/extension for duration of the project dependent upon the performance.
Required to report to office five (5) days a week and with a minimum of 40 work-hours per week, except when on official travel as authorized through a duly approved Office Order, Travel Order or Department Order.

B. DUTIES AND RESPONSIBLITIES:
The Data Analyst must provide the following services:
a. Provide Data Quality Development Plan
b. Comply with the Data Quality Management
c. Identify, compare, and resolve data quality problems within the region
d. Evaluate large dataset for quality accuracy
e. Work with Database Administrator to correct data quality errors
f. Determine root cause for data quality errors and make recommendations for solutions
g. Research and determine scope and complexity of issue so as to identify steps to fix issue
h. Develop process improvements to enhance overall data quality
i. Develop and execute data cleanup measures
j. Maintain a record of original data and corrected data
k. Ensure adherence to data quality standards
l. Resolve all internal data exceptions in timely and accurate manner
m. Identify areas of improvement to achieve data quality
n. Analyze, query and manipulate data according to defined business rules and procedures.
o. Works under the supervision of the Regional Information and Technology Officer (RITO)

A. QUALIFICATIONS:
a. Bachelor’s degree in community development studies, social sciences or related field.
b. Strong ability to work independently, including the ability to multitask, prioritize competing tasks, and manage time effectively.
c. Strong organization skills, diplomacy, and persuasion skills.
d. Good computer skills, including the use of email and Microsoft Word and Excel.
e. Excellent written and oral communication skills including delivering of presentations on project ideas
f. Manage and monitor the finance accomplishments on a monthly and quarterly basis, ensuring that PADS-PMO adheres to finance regulations and procedures of cash-based budgeting process.
B. REQUIRED COMPETENCY (CORE/LEADERSHIP/FUNCTIONAL)
a. Act as facilitators / speakers during capacity building trainings i.e. Roll-Out on Community-Based Drug Rehabilitation Program (CBDRP), for capacity development and training to LGUs.
b. Participates in collaboration meetings with Regional Office LGMED / Planning and Operations Unit on directions and activities of PADS-PMO.
c. Manage and monitor the finance accomplishments on a monthly and quarterly basis, ensuring that Regional Office PADS-PMO adheres to finance regulations and procedures of cash-based budgeting process.
d. Prepares presentations in meetings and workshops with other government agencies and/or other organizations, when applicable.
e. Administer all finance procurement and disbursement of Regional Office and ensure timely obligation payments for services following finance policies and procedures.
f. In the performance of the foregoing duties and responsibilities, may be authorized to go on official travel and reimburse travelling and other related expenses; and, perform other relevant duties as and when assigned, by or via the Regional Director and Regional Focal Person.
C. DESCRIPTION OF ASSIGNMENT
The Regional Technical Assistant shall be responsible to oversee all capacity building and development plan for the regional office implementers. This entails close coordination with the LGMED regional office for the conduct of capacity building activities with full compliance of PADS-PMO requirements.

January to December 2020 (renewable every 6 months)
