April 13-14, 2023 | The Department of the Interior and Local Government, together with the Local Government Unit (LGU) of Mutia, Zamboanga del Norte hosted a capacity development program for Civil Society Organizations (CSOs) to enhance the capabilities of CSOs in promoting citizen engagement and forming a people’s council.

The active involvement of citizens is a fundamental component of successful governance at the local level. When citizens are fully engaged in the decision-making process, the government can more effectively address the issues and concerns of its populace. Nonetheless, achieving this level of participation is not an easy feat and necessitates considerable dedication and capacity-building from both the government and its citizens.

The training team leading the event were composed of DMO III Febie L. Marquez, CDO II Jasten Dwight B. Desierto, and CSO Provincial Focal Person LGOO II Caress Haema Ilagan, with the assistance of the LGU Mutia officials.

These mentors skillfully imparted essential knowledge and expertise to the participants, who were delegates from various CSOs within the municipality.

The program centered on the enhancement of CSOs’ capacity. The instructors expounded on the significance of citizen engagement in the administration and the ways by which CSOs can contribute to this effort. Additionally, they imparted knowledge regarding the legal structure of CSOs and their part in advancing openness and responsibility in the government.

The participants also delved into the formation of a people’s council. The facilitators expounded on how a people’s council can act as a podium for citizens to express their apprehensions and suggestions. Furthermore, they imparted valuable insights from other localities that have successfully established a people’s council.

The event, which focused on empowering CSOs and establishing a People’s Council in LGU Mutia, was a resounding success. The attendees acquired the vital information and abilities required to encourage citizen participation in governance, and they developed tangible strategies to create a People’s Council in their localities. With the resolute commitment of LGU Mutia to support the efforts of the CSOs, it is anticipated that this initiative will foster a more inclusive and participatory form of governance in the municipality.
