In an impressive display of commitment to its core objectives, the Department of the Interior and Local Government IX, meticulously planned and executed a groundbreaking event on August 24, 2023, destined to leave an indelible mark on the collective memory of Barangay Pisompongan. The Retooled Community Support Program (RCSP): Serbisyo Caravan arrived at this secluded community, situated amidst the challenging landscape of Midsalip, Zamboanga del Sur, bearing not only a beacon of optimism but also a comprehensive suite of vital governmental services. 

The aim of this commendable initiative was unmistakable: to narrow the divide between government services and remote communities, frequently marginalized due to their geographic isolation. It was a day marked by solidarity, fellowship, and empowerment, symbolizing how the government’s mission harmonized with the hopes and dreams of the Pisompongan residents. 

The event kicked off with an inspiring opening ceremony that served as a testament to the collaborative spirit driving this caravan. Norman Magtortor, DILG Midsalip Municipal Local Government Operations Officer, offered warm acknowledgements to all attendees, setting a promising tone for the day ahead. Hon. Ronald P. Tag-ulo, the Punong Barangay of Pisompongan, extended a heartfelt welcome, expressing profound gratitude for the unwavering support of the government. In voicing the aspirations of his community, he articulated, “Ampo nga hatagan pagtagad sa gobyerno para dili na mubalik ang kalisod,” (We hope to receive government attention so that poverty does not return), underscoring the vital role of national government programs in alleviating the challenges faced by his barangay. 

Municipal Mayor Hon. Elmer M. Soronio reiterated this viewpoint, underscoring the significance of this endeavor as a lifeline for Pisompongan, a community contending with formidable geographical obstacles. He expressed appreciation for the government’s decision to include Pisompongan as a beneficiary of this program, recognizing the difficulties posed by the terrain. Nevertheless, he conveyed optimism, highlighting the ongoing improvements and depicting a narrative of resilience and advancement despite the challenges faced. 

A significant moment during the event occurred when a representative from the 53rd Infantry Battalion delivered a message, proudly announcing that Barangay Pisompongan had been successfully rid of insurgency. They wholeheartedly endorsed the RCSP and Serbisyo Caravan, acknowledging the vital role such initiatives play in deterring the resurgence of insurgency. 

The inspiring life journeys of Roldan ANtubo and Jonilo Labito, Friends Rescued (FRs), serves as compelling evidence of how government assistance can profoundly change individual destinies. Their transitions from adversity to success highlighted the concrete and meaningful transformations that these initiatives bring about. 

Engr. Carmelo Enrique B. Libot, CESO V, who serves as the Assistant Regional Director of DILG IX, conveyed his appreciation to both the local and national government agencies in attendance. He urged everyone to actively accept and make  use of the government services provided via the Serbisyo Caravan, underscoring the significance of working together collaboratively to bring about enduring transformations. 

After these motivating speeches, Jose Ruel D. Trobanos, who serves as the head of DILG IX’s Local Government Monitoring and Evaluation Division, offered a summary of the day’s planned events. This marked the beginning of the official start of the Serbisyo Caravan activities. 

Various government agencies, including the Local Government Unit of Midsalip, Technical Education and Skills Development Authority (TESDA), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE), Philippine Health Insurance Corporation (PhilHealth), Municipal Treasurer’s Office (MTO), Cooperative Development Authority (CDA), Department of Trade and Industry (DTI), Department of Education (DepEd), Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and the Rural Health Unit (RHU) of Midsalip, came together as the Basic Services Delivery Team. Their presence signified a united front, ready to serve the community with vital services that had been elusive for far too long.

The event served as a shining symbol of what can be accomplished through the collaborative efforts of government agencies and local communities. It embodied the essence of public service and made an enduring impression on the residents of Pisompongan, serving as a reminder that they are not overlooked, and advancement is attainable.
