Zamboanga City, April 2-5, 2024 – In a bid to bolster administrative excellence and transparency, the Finance and Administrative Division (FAD) hosted the “Financial Pulse: Quarterly Insights into Administrative Excellence” event on April 2-5,2024. The seminar served as a platform to disseminate crucial updates and provide orientation on various financial and administrative processes vital to the effective functioning of the department.

The event commenced with an insightful opening message delivered by Willibald PP Paglinawan, Chief Administrative Officer (CAO) of the Finance and Administrative Division (FAD). Paglinawan’s message set the tone for the seminar, emphasizing the importance of administrative efficiency and transparency.

Throughout the seminar, participants benefited from presentations and workshops conducted by experts in their respective fields. Aime G. Gregorio, the Human Resource Management Officer (HRMO), took the stage to delve into the implementation of the Human Resource Information System (HRIS), while Azenith S. Quicoy, the Quality Management System (QMS) Officer, elucidated on the QMS compliances emphasizing the department’s commitment to adhering to stringent quality standards in its operations.

Melvin A. Guhil, the Records Officer, conducted a hands-on workshop and orientation on the Document Management System, equipping participants with essential skills and techniques for effective document handling and organization. Mareymie Q. Tan, Accountant II, also led a comprehensive reorientation session on tax computations and other accounting compliances.

Updates on the financial status of the Functional Operating Units (FOUs) for the 1st quarter of 2024 were presented by Grace M. Echinique, the Budget Officer, shedding light on the Financial Management System as a centralized system for efficient financial management.

Dyan Detalla, ADAS II of the Cashiering Unit, introduced participants to the Payroll Management System, while Ard C. Catalino, the IT Officer, shared insights into the integration of technology into financial processes.

Ronah Fe R. Changco, the Officer-in-Charge Chief of the General Services and Supplies Section (GSSS), conducted an informative session on Procurement 101, equipping participants with essential knowledge on procurement processes and regulations.

The event also featured an open forum with representatives from the Commission on Audit (COA), providing attendees with an opportunity to address queries and concerns directly, fostering a collaborative environment for discussion and learning.

The seminar concluded with the awarding of certificates to participants, recognizing their active engagement and commitment to advancing administrative excellence within the department.

In her closing remarks, Edwina S. Romero, the Supervising Administrative Officer (SAO), expressed gratitude to all participants and reiterated the DILG Region IX’s unwavering dedication to upholding the highest standards of financial management and administrative excellence.

The “Financial Pulse” event concluded on a high note, leaving participants empowered with new insights, skills, and a renewed commitment to driving administrative excellence and improvement of administrative processes and practices in the region.
