Along with the monitoring and inspection of PCF Projects to the recipient municipalities, the operation division also took the opportunity to update the faithful compliance per municipality of the Full Disclosure posting in three publicly accessible and conspicuous places within the municipality on July 16-21, 2012.

Full Disclosure Policy is the government’s policy that requires certain local officials of provinces, cities, and municipalities to fully disclose particular financial transactions of the LGU to keep their constituents informed of how the LGU budget is managed, disbursed and used. This is imperative to promote honest, transparent, and orderly management of public funds; to help minimize, if not totally prevent corruption and misuse of public funds and to increase the people’s awareness of the available public funds and the allocated amount for development projects in their localities.

 

DIGITALIZED POSTING

With the advent of the latest innovation of information technology where information has been made accessible globally through internet, it is also the advocacy of the DILG to post every transaction in a specific website.

Furthermore, municipalities were also encouraged to provide their own website where they can also post the necessary documents that the general public might be informed. With this regard, the first class municipality like Ipil in Zamboanga Sibugay boldly launched a better medium of informing the public by means of digitalized monitor, a screened media where the documents are flashed on and be viewed by the public not only in the entrance of the municipal hall but also in the public places like markets and IBT.

Mayor Eldwin M. Alibutdan stressed it out that this move is truly helpful than just posting the documents in print media because the public may not pay much attention on seeing or scanning it by themselves rather when it is screened then they will be attracted to pause for a moment and know what’s going on.

“It’s totally different seeing numerous pages than watching it in a presentation”, Mayor Alibutdan added.

POST FOR FULL DISCLOSURE

More municipalities were now adapting this move to fully disclose all the documents, specifically the summary of all revenues collected and funds received. The posting also covers the Invitation to Bid, Notice to Proceed and Approved Contract in procuring entity’s premises, in newspapers of general circulation, the Philippine Government Electronic Procurement System (PhilGEPS) .This further exemplifies that the item to be posted are as follow: Annual Budget of the current calendar year, Quarterly Statement of Cash Flows, Statement of Receipts and Expenditures of the previous calendar year, Trust Fund (PDAF) Utilization, Special Education Fund (SEF) Utilization, 20% Component of the Internal revenue Allotment (IRA) Utilization, Gender and Development Fund Utilization, Statement of Debt Services, Annual Procurement Plan or Procurement List, Items to Bid,  Bid Results on Civil Works, Goods and Services, Abstract of Bids as Calculated,  SEF income & Expenditures Estimates,  Supplementary procurement plan, if any Frequency of posting. It is important to note that failure to comply with the FDP may subject concerned local officials to suspension or removal from office on the ground of gross negligence or dereliction of duty in accordance with Section 60 of the Local Government Code.
