Pagadian City, Zamboanga del Sur – The Local Governance Regional Resource Center (LGRRC) IX organized a two-day workshop with the objective of crafting the Manual of Operations for the center. This event occurred on January 18-19, 2024, at the Conference Hall, DILG IX, Pagadian City. 

The activity was attended by the dedicated members of the LGRRC IX Core Team and Facilities, all eager to contribute to the enhancement of the center’s operational framework. 

The proceedings kicked off with an introductory message delivered by Engr. Carmelo Enrique B. Libot, CESO V, the LGRRC Manager. His opening words established the atmosphere for the cooperative endeavor that unfolded during the subsequent two days. 

Alvin Rex M. Lucero, the LGRRC Coordinator and head of the Capacity Development Facility, shared the findings of the LGRRC assessment conducted on November 2023. During this evaluation,  LGRRC  IX was honored with the Ugnay ng Mamamayan Award. He provided insights into the pivotal role that the Manual of Operations plays in optimizing processes and improving overall efficiency. He emphasized the significance of comprehending the purpose of such a manual within the specific context of LGRRC.

Subsequently, Lizzette Regine R. Boltiador, head of the Linkage Facility, explored the fundamental elements that make up a proficient LGRRC Manual of Operations. Her presentation delivered an in-depth summary, directing participants through the indispensable components crucial for the achievement of the center’s operational objectives.

The attendees actively took part in a group exercise, concentrating on  recognizing the requirements of each facility and deliberating on matters related to organization structure and governance. This activity fostered meaningful conversations and gleaned valuable insights from the varied viewpoints within the LGRRC IX Core Team and Facilities. 

Meredel Fe P. Fullo, the head of the Research, Innovation, and Policy Development Facility, provided essential tips for creating a thorough manual, underscoring the significance of integrating research and innovation into policy development. Her valuable insights served as important guidance for participants as they readied themselves to contribute to the Manual of Operation’s development.

The pinnacle of the occasion occurred during an engaging writeshop, where every facility actively participated in formulating policies for essential services. Subsequently, the collaborative endeavor was complemented by the presentation of outcomes, highlighting the combined skills and ingenuity of the LGRRC IX team.  

United in a purpose and a common vision, the writeshop concluded with a collaborative brainstorming session aimed at promoting the LGRRC. Together, the LGRRC IX team generated ideas and strategies, showcasing their dedication to effectively disseminating information and expanding the center’s influence and outreach. 

The occasion marked a crucial juncture  in the center’s continuous endeavors to enhance its operational structure. The cooperative ethos and unwavering commitment exhibited by the LGRRC IX Core Team and Facilities underscore the center’s dedication to perpetually improve and excel in delivering services to local government units within Zamboanga Peninsula.
