“ Making the Local Governance Regional Resource Center (LGRRC- IX ) systematically- organized from the physical set-up to management assistance is not far closer that the value proposition to improve local governance in the knowledge sharing and utilization be responsively achieved.” said Arturo O. Morales III, Local Government National Resource Center (LGNRC) Librarian during his 2 –day coaching on Integrated Library Management System (ILMS) on April 4-5,2013 at DILG Conference Room, Pagadian City.
His visit was part of LGRCs enhancement to regional-based centers, inspection and assessment to the present physical features and management of the LGRRC library per regions.
DILG-IX Assistant Regional Director/ LGRRC IX Manager Pedro G. Cuevas Jr. warmly welcomed him saying that this initiative is truly helpful in the operation and service of the Center.
Joining the coaching are the LGRRC personnel namely: Dihsie Lauron (Designated Librarian), Ard C. Catalino (ITO/ Multi-Media Focal Person), Anang Lia I. Sahi (Linkage Focal Person) and Lemuel C. Mejares, Multi-Media and Linkage Member).
Part of the on-site coaching includes acknowledging and accessioning of acquired library materials, marking ownership stamp of books, cataloguing, final processing and shelving.
Included also as part of the workshop is the actual uploading of available materials to the ILMS database data entry that can be accessible to the public for reference.
In the process, Morales III singlehandedly taught the procedures from receiving books either thru donation, purchase or gift to accessioning, marking ownership stamp, including the fine details of filling out borrower’s record card and the proper shelving ready for circulation.
Morales III emphasized that this is imperative to guide the public what are the books and materials available for access in the LGRRC Region.
LGRRC IX also received from LGA three copies of the Local Government Code Annotated authored by Miriam Defensor Santiago and other related books for free which are now accessible for circulation.
He further said that as a special library in local governance, it is crucial to have an availability of these books as it is the most- widely read reference for local governance.
Part of the enhancement to upgrade the LGRRC connections to other resource giving bodies was the personal visit to the City Library in order to replicate some features that may also be applied to the LGRRC.
City Librarian, Samuela Oceña, said that it is best practice to provide the LGUs easy access inform to the knowledge products, data and other relevant information in Local Governance and it is a good effort for DILG to have an LGRRC to inform them the accessibility at any form to their level.
“ In our effort to knowledge sharing and sustainability of library services, we expanded it to barangay levels that’s why we have series of book collection related to education, Ms. Oceña said. “ And by having connection for knowledge sharing we can also recommend our readers to visit your library or in one way or another provide assistance to meet their desired goals”, she added.
Morales III assured that when accessioning of all resource materials are already done , the accessibility of them can now be browsed in the LGRRC websites (http://lgrc.lga.gov.ph).
