The Seal of Good Local Governance Incentive Fund (SGLGIF), stemming from the long-standing flagship program of the Department, the Performance Challenge Fund, was institutionalized by virtue of RA 11292, otherwise known as the Seal of Good Local Governance Act of 2019. This program serves as a performance-based reform initiative of the DILG aimed at rationalizing intergovernmental transfers from the national government to local government units (LGUs) and promoting the convergence of local development initiatives with national development agendas and priorities.

The DILG, as the lead agency in implementing the program, conducted a Regional Roll-out of the Operational Guidelines on the Implementation of the FY 2023 SGLGIF on February 07, 2024 at Four Queens Resort, Tuburan, Pagadian City.

The Regional Roll-out activity served multiple key purposes aimed at enhancing the implementation of the SGLGIF for the fiscal year 2023. Specifically, the activity aimed to:

  1. Provide a platform for a thorough discussion of the new guidelines and procedures associated with the SGLGIF. Through detailed presentations and interactive sessions, participants received updated information to ensure proper understanding and compliance with the guidelines.
  2. Address concerns raised by Local Government Units (LGUs) regarding SGLGIF implementation. By fostering an open dialogue, participants were able to voice their challenges, sought clarification, and proposed solutions to overcome obstacles encountered during implementation.
  3. Facilitate the sharing of best practices among LGUs related to project implementation and reporting techniques. Participants had the opportunity to learn from successful experiences, identified effective strategies, and optimized project implementation processes.
  4. Seek suggestions from participants on fast-tracking the implementation and reporting of completed projects under the SGLGIF. By soliciting input from LGUs, the roll-out aims to identify areas for improvement and streamline processes to expedite project completion and reporting.

Overall, the Policy rollout underscored our commitment to promoting transparency, accountability, and excellence in local governance. Through collaborative efforts and knowledge exchange, we endeavor to enhance the effectiveness and impact of the SGLGIF in driving positive change and sustainable development at the local level.

In attendance during the activity was Provincial Director Moh. Taha S. Arakama of DILG Zamboanga del Sur, who delivered his opening remarks, encouraging LGUs to strive for continuous improvement in their governance performance. Also, in attendance were Mayor Celso A. Matias of Bayog, Zamboanga del Sur, Honorable Silva, Vice Mayor Enriquita Winters of Manukan, Zamboanga del Norte, Municipal Engineers, Municipal Accountants, Municipal Planning Officers, DILG functionaries from the Regional and Provincial Offices, and the SGLGIF focal persons.
