DILG IX will spearhead this week the Regional Poverty Reduction Action Team (RPRAT) meeting for the Bottom –up Budgeting (BuB) FY 2013 at Marcian Garden Hotel, Zamboanga City from March 5-7, 2013 to determine project status implementation of BUB FY 2013 and review / validate project proposal.
39 participants from National Government Agencies (NGA), and Provincial CSO Basis Sector representatives are expected to attend the said affair. The twelve participating agencies include: DSWD, DA , DOLE, TESDA, DENR,DOH, DEPED, NEDA, DTI, DAR, DAR, and DOT. Representatives also from national offices of DILG, DBM and NAPC will be joining.
Pursuant to JMC 3 series of 2012, specifically section 5.7 the RPRAT has to validate the priority Poverty Reduction Projects submitted by the focus cities and municipalities for FY BuB 2014. As embodied in the work plan of the RPRAT which has been approved by the Regional Directors of the 12 participating agencies, the agreed timeline to convene and conduct the Validation and review falls within the month of February 2013.
Listed responsibilities of the RPRAT are to provide guidance and support to LGU’s throughout the BuB process and monitor project implementation under the BuB approach. It is also an avenue where proposed projects are sanitized before the RPRAT will decide on acceptable projects, which will then be endorsed for integration in the Budget of participating agencies.
Moreover, the convention will also determine projects status implementation of BuB FY 2013; review and validate the proposed projects; clarify proposal with LGU’s if necessary; determine all the project that will submitted to the national government for funding; accept or reject proposal which has been requested from their agency; determine whether the projects rejected by an agency can be accommodated by other agency; consolidate the list of priority poverty reduction projects and provide the consolidated list to the National Anti-Poverty Commission (NAPC).
By March 21, the RPRAT after the consensus building can come up meeting for the LPRAP finalization.
