Pagadian City, Zamboanga del Sur – March 25, 2024 – The Department of the Interior and Local Government (DILG) IX recently organized the WE ACT Forum on Developing Socially Protective Local Governance at One Cecilia Building, Santiago, Pagadian City. The forum sought to advocate for inclusive and gender-responsive governance, with a focus on empowering women in local communities.
During his opening remarks, DILG IX Regional Director Paisal O. Abutazil, CESO III, underscored the significance of empowering women and girls, noting that it extends beyond a theoretical notion. He stressed the importance of creating a society where gender is not a barrier to achievement but rather enables every woman to thrive and make meaningful contributions to the community.
The forum included conversations covering various aspects of governance that are sensitive to gender issues. Hon. Ann Marjorie N. Revelo-Cerro, Sangguniang Panlungsod Member of Pagadian City, spoke about the incorporation of gender-sensitive approaches in local governance. Prof. Arnold M. Ferolino, who is certified by the Philippine Commission on Women (PCW) as a Gender and Development (GAD) Resource Person, provided insights on integrating gender perspectives into policy development. Hon. Junaflor S. Cerilles, the Local Chief Executive of Dumalinao, Zamboanga del Sur, discussed the advancement of women’s leadership in local governance. LGOO VI Lizzette Regine R. Boltiador, the External GAD Focal Person of DILG IX, pointed out common challenges related to social protection and sensitivity.
The event also included a presentation of a documentary video highlighting women mayors who have demonstrated exceptional skills in implementing GAD initiatives.
In his concluding remarks, LGOO VI Marione Paul V. Paner, Assistant Division Chief of the DILG IX Local Government Capability Development Division (LGCDD), restated the Department’s dedication to advancing inclusive and socially protective governance. He underscored the significance of empowering local leaders to prioritize gender equality and eliminate gender-based violence and discrimination.
The forum ended with participants recommitting to strive for a local governance that is more inclusive and responsive to gender issues. They aim to ensure that women are heard, their rights safeguarded, and their contributions appreciated.
